schools and the strict rules against cyber bullying

Cities are now telling their schools to have rules about cyber bullying that are strict and have crazy consequences. Schools are trying to be more persistent with the actions kids are taking today. These actions make the school think they have more control over the kids but in real life the kids are still ruling the cyber world. This is just a kind of things the schools are trying to handle. We are just not thinking like a child. The schools need to be more like not how do we prevent it, but how do we help the students be more confident with telling the adults what is wrong. We see how this could be useful. to the point where we can stop this completely without looking like dictators.
